merc 650 65hp 4cyl ?

The shift rod came out of the the lower unit?:( You can try pulling the shift shaft bushing and try and jiggle the cam enough with a very fine wire, to get the shaft in.If you are very lucky.Otherwise the lower unit needs to be opened,and completely dismantled.
