'1997 model 2 stroke 4 HP Merc

starts and runs fine at half choke but wont run without choke on. very sensitive to throttle movement.
motor was not used for approx. 10 years but fired right up after clean up.
I have soaked the Carb in a bucket of carb cleaner overnight and blew thru all holes/jets. Replaced the filter and bowl gasket. New plug.
do I need to replace the diaphram in the pump?

Needing to close off the choke clearly indicates dirt in the carburetor.-------You may want to look at it again.
