Steering freezes up after sitting

2004 Cape Horn with 90 yamaha , after sitting for just 2 or 3 weeks the steering freezes up and is hard to get freed up I grease it probably too much and even when its free it still does not steer easy, does anyone know what is up, is there a fix for this??
 
Likely there is a " loop " or low spot that has water in it.---------rusts up between uses.-----------------Some of these cables can be taken apart for clean up and some are just replaced.---------------Get a good one that has a better seal at the motor end.
