Engine revving while under way

I have a 25 hp (serial # range OB238464) mercury that is revving up sometimes while at WOT. When I go back to idle it responds and then performs normally for awhile. I suspect that my prop internals are slipping but I wanted to check with all of you to see if there is something else to worry about. I ordered a new prop but haven't had a chance to install it yet.

pull off the prop and place a mark on both the inner and out hubs of the prop, run the boat pretty hard and then check to orientation of the marks to see if the hub has indeed moved. if the marks line up it's good ,if not you need to get it rehubbed.
