1985 Mariner 90 HP tilt/trim problem

Havent used my boat all year, finally took it out to sell it, installed new battery and the engine fired up no problem. The issue is my tilt/trim doesnt work. I can hear clicking in the motor when I press the switch up and down but thats it. It is fully down and cannot lift it to take it anywhere.

Help!!!
 
could be the soleniod. Check the wires first, clean up the connections. Can you "assist" it while it lifts? Have someone push the button and lift manually. And the fluid level? I'm assuming you already checked that,....
 
Sorry it took so long to get back. All wires look solid on both soleniods, fluid topped up, can lift the motor manually with the releif screw. checked the voltage on the solenoids when the switch is pressed and the voltage drops dramatically. Serial Number is A721485
