50 Hp Mercury, 2000 wont go past 4,000 RPM's

I got a 2000, 50 HP Mercury that will not go past 4,000 rpm's. I cleaned the carbs ( several times ) replaced the stator, tried a different prop ( 10p and 12p) and still it acts like it is dying. I tried pushing the choke in and it just gets worse.. Anybody have any suggestions??

check for spark on all cyl with a timing light, verify tank is venting, pump bulb while running, perform a compression test, the compression test is to verify you're not wasting your time on an engine that has a problem.
 
Good compresion, spark is strong, change fuel line ( pumped bulb when running motor boggs down) even tried a test fuel tank. Any thing else to try?
 
Do all the plugs look the same when pulled. Your engine shouldn't change pitch when you sqeeze the bulb, the fuel pump might be ruptured, or carb flooding.
