Stuck in fwd gear

Hi all, so I am working with a Merc 1150. I dont know the year but the S/N is 63o0586. I replaced the water pump, but now it is stuck in fwd. I redropped the lower unit but I cant get it to change even off. Any help would be great.
 
with the lower unit off, I have turned it both ways. will always be in fwd. Worked fine before i replaced the water pump. The shift shaft will move but just wont change gear direction.
 
Well I pulled out the shift rod, it wont go back in all the way. Just spins, from what I can see the splines look ok. Is there more down in there that can move out of alignment?
 
Hello,it will not go anywhere towards fifth or reverse. i can't move it forward or backwards to engage the gears. i've tried to drive it around the parking lot at my uncle's shop hoping it would work it's way out but it didn't happen. i can only move it in low range, as it will kill the engine if i try to move it in high.
