Shoot some penetrating oil on the bushings and work the throttle a few hundred times until it's smooth.

i have the same engine. problem is that there is a cable that gets corodid.goes from the tiller handle to inside engine. its a pain in the rear but just take your time. take it all apart and get it all lubed up again. i tried just sparying penitrating oil. spent a whole weekend doing what jeff said but what then happens is the crap never leaves.
