Dumb question about Thounderbolt Controls

I have a Merc Thunderbolt 100 HP. It appears to have factory throttle control. It has the push-button choke control and the standard forward reverse control. I'm not sure what the smaller lever is to the right of the forward reverse lever and how to use it. My guess is that its some type of cold start lever but not sure. I do know that I struggle with starting the motor after it sets for a few minutes. Thanks for your comments.

The small lever is for cold start it opens the carbs. On my 80 hp merc. when starting i need to pump the bulb move that small lever all the way forward hit the choke and start her up.Once she has warmed up I usually dont need to use the small lever again unless she has sat for a longer period of time. Also make sure your choke is working my motor loves choke and fuel.Cold blooded.
