1983 115hp Evinrude

Got a 1983, 115 Evinrude, 4cylinder
the rectifier doesn't appear to be putting out,
( checked the voltage at the battery before starting
motor, 12.53v. while motor is at fast idle 12.56)
at WOT it spits and spudders will not plane the boat out,
wondering if the rectifier and or the voltage regulator would
cause such problem?

The rectifier supplies power to charge the battery, it does NOT supply power for the ignition.

But your problems could be related.

If your stator is on it's way out (possibly the charge coils are shot and the ignition bobbins are now following suit) that would account for no power from the rectifier and the (maybe) loss of spark/irradic spark at higher rpms.

I would start with having the stator tested - both static and running tests...
