In Need of Help. Timing Issues 1996 60hp

I have a 1996 60hp Evinrude E60TLEDR

I have done a complete link and sync. Everything matches perfectly.
I have set the WOT Timing to the proper setting 16-18 BTDC.
I CAN NOT get the Idle Timing set for some reason.
It calls for a 3-5 ATDC and the closes I can get it is 10-12 ATDC
I have the idle screw completely turned in to advance the idle timing.
Is there something I am missing.

Are you sure your timing pointer is adjusted correctly to start with?

It is adjustable.

So, determine your TDC for your number 1 cylinder and check that the pointer is pointing where it should.

It might be that simple...

Should have added - you note you have the idle timing screw "advanced" fully and are getting 10-12 ATDC - unless you wrote that out incorrectly, you need to "retard" the timing back to 3-5 ATDC (which is "less" than 10-12 ATDC, not more)...
