1983 70hp thermostat removal

so i took the thermostat out and underneath that about two inch is a rubber dingy with a washer on one side and a sprig on the other anyone know if i should take that off as well , it looks like a pin hole on the outside of the exhaust plate so it must do something, but i really have know idea how it works
 
Toss that out as well.

PS: It's a really good idea (hint, hint) to run a tap down all of those holes in the block, and use NEW bolts and anti seize, before bolting the cover back on.
