my 1986 120 VRO idles well (not great),slow to 2300rpm fine, hard to get on plane, once on plane high speed jet takes over and it runs fine. mid range is sluggish and choppy. Jets are as follow:

new OE fuel pump, carbs cleaned reciently, spark good and compression good. Timing set and cables set.
Why does this motor still run sluggish in mid range and slow to get on plane???? whats wrong with this mixture?? (prop is 19", book calls for 17-21)This boat 86 Boston Whaler Outrage should jump up on plane and go. As is, it couldn't pull a skier or tube out of the water.
