King Cobra shift question

Working on a 1988 5.7 King Cobra, replaced the lower (red) shift cable because it was stuck in forward gear would not go to reverse or neutral. does a king cobra have cone clutches and if so will it get stuck in gear if shifted while the boat is not running?? we have it shifting to reverse now but it gets stuck in whatever gear you put it in but we are not running the engine while shifting, is this our problem?
 
1988 5.7 King Cobra does NOT have a cone clutch, you still have dog clutch but you really shouldn't be shifting that while it's not running either unless you have someone stand at the back of the boat and spin the prop allowing everything to fall into place.
