Lots of spark but in the wrong place 1984 2hp

I have a 1984 Johnson 2HP. This motor starts and runs very well but when you use the speed control lever you will get a shock as you move it. Does this motor have any type of insulator beneath the stator plate that might allow a shorting situation?

Sounds like you might have a plug wire shorting to the mag plate.
