Engine stalls when put in gear

My Volvo Penta 2002 18hp stalls when put in gear. It also takes a while to reach full revs in neutral. I have changed fuel filters, oil and oil filters. I removed air filter and ran the engine without. I disconnected supply to fuel tank and supplied fuel directly.

If you loosen one of the injectors the engine stalls and stops. I tried everthing i could think of but there is no change. Thanks for any help. Nemo
 
Have you checked valve clearances? Check exhaust elbow for restrictions. Remove plug at aft end of fuel rack & check for free & easy movement. Does undoing either injector cause motor to faulter or the same one every time? Has motor ever had water in lube oil if so govenor fly weights may be sticking or pins worn. If none of the previous works try controlling engine rpm when loaded at rack end if ok then trouble is probabley in fuel control area ie, govenor or its control linkages.
