Volvo 2003 RPM Fluctuation

Recently the RPM has started to fluctuate up or down 250-300 rpm at any given throttle setting. Also max rpm has dropped to 2000-2400. Any ideas on identifying and repairing this problem?
 
Are fuel filters clean & no air in system? Check stop & throttle lever return positions & springs motor end. Remove plug at end of fuel pump rake, check for smooth free movement of rake.If motor has had water in oil govenor fly weights may corrodded causing them to stick. A motor with high hrs may have worn fly weight pins.Check alternator output is stable and within limits, make sure valves are set to correct tolerances. Hows the drive train?
