I had overheating problems with my 85hp and after replaceing parts it seemed to run well. The 3rd. time out it started acting up. I tryed both fuel tanks and it would just slow and stop. i worked over both fuel lines and found nothing wrong, one of them is new. It sat for a few days and now its stuck. Looks like the end for this engine and boat. Upper cylinder on one side appears to have water in it.
 
Overheating frequently causes the heads to warp, and water leakage then becomes possible. I would pull the head and clean the cylinder up. It may have rusted on you causing the seize.
