adjust carburators and idle speed 1993 48hp

how do you adjust the carburators and idle speed. engine has no speed in water. Has new spark plugs and carburators were cleaned. 1993-1994 48 special evinrude model #E48ESLETE

Idle adjustment screw stb side front. your carbs are set you cannot adj them, might need a carb clean. whats you comp numbers, did you check spark when you changed the plugs?
