Johnson 2004 140hp 4 stoke won't start

Hi,I have a 2004 Johnson 140 HP 4-stroke. The motor ran fine the last time I used it. This week I went to start it and nothing. I hear what I think is the electric fuel pump , but the engine doesn't turn over. I have 14.4 volts at the battery and at the silonoid. Sound like a starter or something else?

Sounds to me like it might be the neutral safety switch. Pointing out the obvious here, make sure it is in neutral. When you turn the switch do you get 12v to the starting coil. If you do not, then the problem is in the controls, if you do then the problem is in the starter/coil.
