The starter runs, but when it engages the flywheel it won't turn the engine over, it is almost like a slipping clutch.

the starter tries to turn the engine and it might turn one rotation of the starter motor gear, I can hear the starter motor turning at a high speed.

Any Ideas?

Not familiar with your engine, but my 1979 did the same exact thing. And yes, the starter drive had a clutch, and yes it was bad. New starter drive fixed mine. I would check with the parts department and see if your starter drive has a clutch, but I think all do.

No clutch as far as I can sse. All parts of the Bendix available, #4 in diag below, for around $50. Cheaper than a whole new starter at $200.

Look at it to see exactly what is happening.
