1960 5.5 Seahorse won't run over 1,000 rpm

I have a 1960 CD-17. Been through the carb, high speed jet is new and fuel rod (nozzle) is clean. Starts and runs beautifully if you don't want more than about 960 rpm. Neutral or in gear in a tank... can't get to or over 1,000 rpm????

New mag and both plugs are firing, linkage opens throttle plate as mag advance progresses through...

I'm new to this forum so I don't know where to search for similar problems in earlier posts. Help????

if you have a high idle nob screw it out a eigth of a turn i had the same prob on a 7.5 and i was in the water one evening and decided to adjust the high idle out a tad and wow she picked and hauled ass

Thanks to both of you!! I'll crank awhile on the high speed needle...

Wondering maybe if somewhere along the line the exhaust ports got carboned up??? Don't really want to pull the powerhead, but may need to to check.
