S.L.O.W. mode What happens exactly?

I have another post on here tracking down what I think is an electrical problem. In some of the post people refer to the S.L.O.W. mode that I have read about in the Johnson book. In the book it describes SLOW as bringing the rpms under 2500 but it does not explain what happens exactly. Would SLOW cause a motor to spit sputter and miss even at low idle? I would really like to hear from someone who has actually seen a motor in SLOW mode to tell me what they saw.

it jumps, spits, sputters, sounds like it wants to come off the transon. and will not run above 2500 rpms. over heat , low oil will cause it.
