1985 50hpOMC control box problems

I have a 1985 50hp Johnson with a side mount OMC control box. My control box went bad and I had one not being used so I wanted to switch them out. I am having problems getting the control box handles off to switch them as well. I unscrewed the allen screw that goes straight to the base of the handle but the handle seems to be stuck. Am I missing a screw that needs to be unscrewed or is it just hard to pull off?

screw the allen screw back in about three turns, now leave the wrench in the allen screw, take a hammer give the wrench/screw a good hit with the hammer, the handle will pop loose.
