1966 evinrude 60hp wont run

How do the plugs look? if not wet with fuel then you have a fuel issue.
If it will fire and run for short time by spraying fuel into carbs with a squeeze bottle a fuel pump or carb rebuild is in order.
 
i put new plugs in it will fire but not run it does this a few times. when i pull the plugs out they are wet to the point where gas is runing out the exaust
