My motor won't go in gear in forward, but will go in gear in reverse. Is this typically a lower unit issue or a linkage issue?
 
did you make any changes to the linkage or the remote control?

on the motor, remove the shift cable from the motor, shift the motorby hand, into fwd, N, rev, if it shifts, it's the linkage/remote problem, if not it's a lower unit issue.

(you may have to spin the prop a little during the hand shifting on the motor)
