Water intrusion on cuffs. 1958 35hp

I just replaced the gear oil in my 58' Evinrude Big Twin 35 HP and ran the motor on cuffs while trying to find another problem.

I took the top oil screw out to check the oil because there was some oil coming out of the water bypass cover.

The oil which had been filled to about 1/16" below the check screw, started pouring out of the hole and appeared milky.

The gearcase does not leak at the skeg, drive shaft, or anywhere else on the lower end.

Could this be the driveshaft oil retainer seal that has gone bad? Are there other seals that go between the cooling water and gear oil?

Too much pressure on the cuffs could force water past a seal if the drive shaft is slightly worn at the seal area. The most over looked seal on the old lower units is the shift shaft seal and gasket.
