6HP Nissan Outboard Problem WOT Year 2002

Motor spits and sputters one half throttle to WOT. Runs good up to half throttle. Cleaned carb. three times and installed carb. kit. New fuel pump and filter. Two primers and hose plus two tanks with 87 and 89 octane. Motor has been run at low RPM due to the number of trees in lake.

Found the problem - Control Box has limit on RPM out of water. I have been using water hose. Problem no pressure on prop. Tried the motor in water - Runs Great.
Thanks for the answer and concern. You are right I have soaked the carb. in dip.
