Voltage meter question 2008 50hp

I have a 08 Yamaha 4 stroke 50....
I turn the key to the "on" position. ( motor not running )
the voltmeter is only reading 10-11.
the batteries are good
they are both charged (full).
what could be causing the voltmeter to read low?
I know it is hard to determin w/o looking at the boat but I would like to have a good idea of what to look for and where to start my process of elimination......:confused:

what is the reading (volts) on the batteries?
what made you check the voltage at the key switch?
cranking problems?

both batteries are reading in the "good"
I was just curious as to why the reading on the dash was low?
I have notice that the reading at the dash is the same voltage when "motor is running" as it is when the key is just in the "on" position

take a meter and read the volts at the batteries, then take a reading with the meter at the volt meter (gage?), are they the same on the meter? now is the meter reading the same as the reading on the face of the gage?
