2000 RPMS Return to port1987 150hp

Ok, I am pretty disguised right now. I spent $250.00 dollars and waited 5 weeks for my 150 pro V 1987 motor and boat to get back to me. The motor was only getting 2000 rpm's so i took it to a repair shop and they said it was the water pump. I just took it out and it did the same thing. I have replaced the stator and the water pump. What next? I am open to anything. The boat will not plane out. It stays at 2000 rpms. Any suggestions?

sounds like it's in safe mode. what did the shop tell you when you took it back to them? or when you pick it up the first time. if they replaced the water pump sounds like to me they were thinking it was overheating. which would have put it in safe mode.
