Proper Mounting of Johnson 1971 50hp

I have a 50hp Johnson (50ES71S) on a mid 1980's 24' Suntraker pontoon boat. I am having difficulty getting the motor low enough into the water (or what I believe is low enough into the water). Where should the waterline be on this motor when at rest at the dock, unloaded, but idling?

The waterpump, situated in the top of the gearcase should be submerged.

If the water level is about or a little above the joint between the gearcase and the leg you should be about right.

Alternatively the top of the mounting board should be about 15" above the water level.
(should amount to about the same thing)

Don't you need a long-shaft model? That would be 5" longer.

I've found the fneral all around location is to have the cavitation plate (plate just above the propeller) approximately 3/4" below the bottom (keel) of the boat at the transom, no lower than 1".
