Need help with a 1971 6hp Evinrude

I first posted about my cousin's boat/engine to get info about it. Well that went well and now he is having a problem with it running and need help. It's a 1971 Evinrude 6hp engine. Model number 6102GJ06212. The problem is when you first start it (starts on 1 pull) it will rin fine but only with the choke on. As soon as you push the choke in it will die. We petty much rebuilt the fuel system, New fuel pump,gas lines,gas tank and we rebuilt the carb. The plugs and wires look okay and we also changed the oil. Any thoughts? I believe he is running a 40:1 fuel mix. Thanks for the help, Justin

Running on the choke but not without is a symptom of dirty carb, at least something restricting the idle circuit.

You have correctly set the lowspeed mixture needle at 1.5 turns out from gently seated.

50:1 is the fuel mix but 40:1 wont do any harm

plugs should be J6C gapped at 0.030"

Joe Reeves' instructions for adjusting the carb needle as follows

Initial setting is: Slow speed = seat gently, then open 1-1/2 turns.

Start engine and set the rpms to where it just stays running. In segments of 1/8 turns, start to turn the S/S needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Lower the rpms again to where the engine will just stay running.

Eventually you'll hit the point where the engine wants to die out or it will spit back (sounds like a mild backfire). At that point, back out the valve 1/4 turn. Within that 1/4 turn, you'll find the smoothest slow speed setting.

Note: As a final double check setting of the slow speed valve(s), if the engine has more than one carburetor, do not attempt to gradually adjust all of the valves/carburetors at the same time. Do one at a time until you hit the above response (die out or spit back), then go on to the next valve/carburetor. It may be necessary to back out "all" of the slow speed adjustable needle valves 1/8 turn before doing this final adjustment due to the fact that one of the valves might be initially set ever so slightly lean.

When you have finished the above adjustment, you will have no reason to move them again unless the carburetor fouls/gums up from sitting, in which case you would be required to remove, clean, and rebuild the carburetor anyway.​

In addition to the above...... There is a brass high speed jet located in the bottom center portion of the carburetor's float chamber. Clean that jet with a piece of single strand steel wire (solvent doesn't seem to do the job thoroughly). Fuel must flow thru that jet freely before it can flow to and thru any other fuel passageway.
