replacing throttle plate 1987 70 hp

hi i have a 1987 70hp that needs the carburetors done on them. i tore them apart and noticed that the top carb has no throttle plate as it was broken off the last time my son tried to rebuild it. i dont know why he tried to remove the plate.any who, when i go to yamaha site i dont see that they sell it separately. can anyone help guide me in the right direction to find this plate and the shaft that goes thru the carb where the plate screwes on to.

which carbs are they TACC MIKUNI etc. you will have better luck finding that way rather than through yamaha. might be worth checking into anyhow
