1999 15 HP Flooding - NEED HELP!

I have a 1999 Yamaha 15hp, 4 stroke. I just rebuilt the carb. The engine will start but will begin leaking gas out of every possible location on the carb within 10 seconds. It then dies of flooding and will not restart.

I am stumped. Too much fuel pressure? Other?

I can't adjust the float level as the float is non-adjustable. The needle is brand new. The kit did not come with a new seat. I can't figure out how to get the old seat out anyways.

Can anyone give me a direction to at least check?

pull off the carb and remove the bowl again leave float pin in and float and "stop needle" where they are connect a temp fuel line to carb and small funnel, add small amount of fuel and manually lift float to see if it stops fuel, if it stops gasket or something is holding float from lifting. or re assembled wrong. also be sure float is not upside down ( common mistake made by many) Is The float the one with white plastic? Should also tell you that there is a ten mm drop that float should have when holding carb in upright position good luck
