Starting up the motor this year has been difficult. Need to use starting fluid, once started idles ok, but seems to lack the power it use to have. Doesn't seem to get the same rpm as it use to. I installed new plugs, cleaned out the fuel filter, still the same problem. Does it need the carbs rebuilt, an adjustment, or what? Please help, Thanks Tom.

Starting fluid is never a good idea on a 2-stroke, it burns hot, contains no lubricant and will wash out what protective film you had. If it won't start on its' own, the carbs need a good cleaning and then adjustment, especially if it's been sitting for a long time.

Absolutely needs carb(s) cleaned (ultrasonic cleaner) and rebuilt. New needles & seats, gaskets, etc. Carb kits run about $25 +/-, if you have a qualified tech do it right, it'll take about an hours worth of labor.
