MD17 starter will not turn when installed and grounded to engine

My MD17 from appr 1975 has worked steadily for several seasons, but was taken out and reinstalled this winter connected to renovation of my sailboat. When trying to start it, the starter is unwilling to turn as long as starter is mounted to the engine. When taken out, the starter works fine. The engine itself turns fine and normally.
I have disconnected all electric components, and even when supplying voltage to the starter directly, it will not work when grounded to the engine. When lifted out, all is fine.

Experts suggest it may be a ground problem, that the engine has accumulated false ground or something, and points out I lack the engine fuse which should normally be installed (but which I didn´t even know was lacking). Someone been around this symptom before?
