1995 Force 70 HP Trim Issue

My motor only trimmed down 1/2 way when I got home. Trim motor is new, wiring back to solenoid is new, ram piston is not seized, battery has good charge, all solenoid connections are clean and tight. Any thoughts?
 
after new motor it often takes 2-3 cycles to properly fill the system. raise and lower system adding oil at the top of each cycle. If problem persists then you will probably need to have the unit serviced or rebuilt. Which isn't so bad. Your trim system is a cheap and easy rebuild.
 
I am going to bleed the system tonight, and can rebuild if that doesn't work. The system has worked flawlessly for the last 8 months! I will reply with final resolution.
