Timing Advance play. 1970 60hp

I'm trying to set the timing advance with respect to the cam follower roller on 60 HP 1970 Johnson.

At what point does the timing advance should reach the stopper (a bolt with rubber cap on it)?
- is it supposed to be getting there at the point when the throttle is at WOT?
- is it some x% value of the open throttle?
- any quantitative value?

Also, at what point should the advance timing ring start moving?
- as soon as throttle lever is moved (even a little)?
- at the point when throttle butterflies just start opening?
- else...

Please help? I think this is the last piece of a puzzle I'm trying to solve in order to make my motor run as it's really supposed to. (my motor hates to transition from low RPM to Hi RPMs, especially when warmed up)


(Please note: carbs have been properly cleaned/rebuilt, compression is 125 on all 3 cyls., spark does a snappy 7/16" jump.)

Also, a warm-up lever... When lifted up, should it make throttle butterflies open at all? Or is it only supposed to move ONLY the timing advance a bit? Or both? Or else what?

Thank you in advance. I still have a firm belief in this motor even though my wife wants me to throw it away and says I will never fix it!
