1984 235hp torque specs

Good Morning all,
Can someone please advise me on the recommended toque specs for re-installing the inner and outer exhaust covers after a gasket replace? The outer gasket is leaking after being replaced. The inner seems ok. I'm afraid to tighten anymore because of how the bolts feel. 1984 Johnny 235. Thanks so much!
 
Those exhaust manifold screws, if memory serves me correctly are 1/4x20 screws/bolts.

As such, the torque specification would be 5 to 7 foot pounds. That translates to 60 to 84 inch pounds.
 
Thanks! I knew i could count on you!! I'm afraid my troubles must lie deeper. Those bolts are waaaaaay tighter than that! The gasket arrived from the supplier with a nice bend/kink in it. I opted to install it anyway. Do you think that could be the source of my leak? Should I have used RTV or similar along with the gasket? Seeing as the bolts are beyond tight, i guess the only thing to do is disassemble and start over.
