KAMD42p alternator - tach reading

My port engine 1996 model , tach will not respond until rpm's reach around 2000 and will read good until I pull back down to below 1200 rpms then it will drop out again. both tachs have the resistor kit installed on the wires and I even swaped them around with no change.
My question is does the tach read from the alternator or a sensor related to the alternator . Which losses the chargining below 1200 rpms ??
 
With jumper wire quickly short positive cable to alternator post 61, that usually jolts alternator into working again at low RPM

Valeo are setup to require certain RPM in order to start charging, this is in voltage regulator I believe....
 
This problem ended up being the voltage regulator, so I replaced the alternator, and solved the problem !! Tach reads fine now ! cost for a new alternator was 191. including shipping !
