stalling/white smoke problems

Looking for any input...I have a 1986 2 stroke Evinrude on my Grady White. I just bought it and I can't get it running. It starts rough then stalls at idle. Also there is white smoke coming out. I bought it from a marine mechanic and stated that everything checked out. Any ideas???
 
Horsepower??

Check compression, check spark. Describe the appearance of the spark plugs.

Compression should be 100+ psi and even on all cyls. Is it? What are the readings?

Spark should jump a 7/16" gap with a strong blue lightning like flame.... a real SNAP! Does it?

White smoke usually indicates water...... head gasket, water in fuel?
