Whats the bladder for? 2000 4hp

The carbs of some small engines, a year 2000 4 hp Johnson for example, have a "bladder" shown among the parts.

#32 in This diagram

What is the purpose of the bladder.

Where should the hose on the nipple #9 go? Integral fuel tank ?

The parts list call it "bladder" its not a filter.

There is a filter in the outlet from the integral fuel tank, and there is a filter in the fuel pump which filters fuel from the remote tank when connected

It has been described to me as a "little orange condom"

Surely someone can tell me the purpose of this bladder. The orange component in the picture below.

If it is closed off on the carburetor end, it is a one way valve that prevents a backwards siphoning action of the fuel.

I though it might be something like that at first , to stop fuel being pumped into the integral tank when the remote tank was in use but there are two one way valves in the system anyway. One you can see in the picture the other is between the fuel shut off valve and the chamber where this thing fits.

The screw in nipple has a hose connected to it and to some point on the crankcase
