spark plug not firing

I have a 15 yamaha out board, I changed all the sparks plug and the lower left plug looked brand new not fired at all. What would cause this?
 
First, check if that cylinder is getting gas. Is the plug wet? Then, make sure it's not a bad plug. Very rare, but I had a new one once that would not work (a Champion). Possibly a bad spark plug wire?
