1948 Sea King (gale)omc apart now, but?

I have a 1968 5 hp sea king #GG 18801A. I cannot get it to run. New plugs, new gas, complete carb clean and rebuild, gas is going to the carb. There is spark to the plugs - at times I can get it running for about 10 seconds and then it dies. Would having the needles too close or too far from seat affect this? Lou
