Throttle hard to move to reverse 2001 090 hp

2001 nitro 700 LX 9 2001 Mercury 90hp

Throttle moves smooth going into foward. when I try to shift into reverse it goes about 1" then feels like it binds up, I can force it to go the rest of the way using using two hands and pushing really hard. Does it at the same spot everytime. Any ideas? I been doing this with engine not running if it matters. Supposed to to take it for a test drive today as I am looking to buy it. Don't want to get something thats going to be a expensive fix.

Shifting a clutch-dog gearcase without engine running or prop turned?
Best way to ruin the most!
If lucky nothing bent or destroyed.

So the throttle lever should never be moved unless the engine is running? The lot was doing that to make sure the throttle would move freely. Ws it normal to bind then since it wasn't running? When I go to the lot today I will tell them to hook it up to the hose and have it running this time.
