Mariner 1981 40 hp won't "taddle tale" pee

Hey, I've got a 1981 Japanese made Mariner 40 that won't "taddle tale" pee. I ordered a water pump kit and removed the lower unit. When I inspected the water pump impeller, it was in great shape showing no signs of damage/wear whatsoever. Is something clogged, or froze up, where do I go next, I really need help !? thanks.

go ahead and replace the impeller and all the gaskets withe the water pump. then I would check for mud dobber and spider nest in the water ports, and hoses.

The problem I have had with my Merc 50 was dirt & zebra mussel shells got sucked up into the head area. Then when it went to drain via gravity it clogs the pee hole line.
I occassionally have to take a semi-stiff piece of wire and snake it up the line to clear the clog. I have been doing this for 4 years. I just check each time I fire it up to make sure it's draining OK.
Someday when I get a spare $1,000 I'll have the head removed and cleaned out.
