Mercury model 110 9.8hp motor

I have an older merc model 110 motor, 9.8 hp. Serial # is 1581848
Could someone tell me what year this is? Also, the pull cord is all the way out and does not retract. What is the procedure to fix this problem? thanks for any help on this subject.
 
That serial looks to be a 1963 (but must admit my production lists going back that far are a little "lacking").

Over the years Merc used (on the small outboards) about 7 different rope starter assemblies - so no one answer to your question.

You really need to grab an old Seloc's manual - if you can't find one for pre-65 models, the 65-on model years will be similar enough....
