Does it make sense that my out

Does it make sense that my outboard will start and run much better using a pair of mufflers and hose out of the water. It seems it will start and run in my driveway but when I put it into salt water it gives me trouble usually leading to a flooded motor and then a new set of pluggs. Is this an indication that something else wrong? Any help would be greatly appreciated.

"There is no load on the engine when run on a hose. The resistance of the water, on the exhaust, is dropping down your RPM to low. That can be a simple adjustment, sign of a major engine problem or anything in between."
