Anyone know what is required t

Anyone know what is required to up the horsepower on 9.8 engines? I was told it only requires a carb to make 18 hp

"Thanks the friend who told me said a dealer told him the bigger carb was the difference. Must be a scam for service, he claims they definatly put a bigger bore carb on his."
