Mercury 2006 15 hp 4 stroke wonbt rev over 3500

"I have a 2006 15 hp Mercury that won't rev over 3500 rpm. It is rated at 5500. The motor runs great, has full throttle to the stop, but when throttle up. It will hit about 3500, and go no higher. Plugs are new, fuel is good. My father bought it new and said that it has never gone over 3500."

"It's at wide open throttle, in a tank in neutral,or in gear in the water. I changed the pitch in the beginning, with no change. I tend to think its' the CDI, hoping someone had experienced the same problem."
 
The CDI stops the motor at 2k

The CDI stops the motor at 2k rpm if there is no oil pressure. Check out the module grounds and the charge coils as well. (About 350 ohms) The timimg should max out at about 30 degrees unles the module is holding it back.
